Officers Respond To Multiple Disturbances


On December 23, 2012 at 10:30 PM, Officers responded to multiple disturbances spread out across the City of Sturgeon Bay. Three disturbances occurred within a 30 minute time period.

During one of the disturbances at a residence on Third Avenue, Officers were dispatched to a female being strangled. Upon arrival Officers encountered a 34 year old male suspect holding a knife. The man retreated to his room and locked himself inside. Officers escorted the female out of the residence to a safe area and made entry into the room where the 34 year old male was located.  Officers arrested the 34 year old Sturgeon Bay man without incident. The Sturgeon Bay man was arrested on Strangulation, False Imprisonment, Disorderly Conduct, and Battery charges. The 34 year old Sturgeon Bay man was incarcerated at the Door County Jail.

Sturgeon Bay Man Arrested For Harassment


On December 22, 2012 at 1:52 PM, Officers were dispatched to a residence on Florida Street for a threats complaint. Upon arrival Officers made contact with the complainant who states they had been receiving numerous threatening text messages from a 35 year old Sturgeon Bay man. Officers conducted further investigation and arrested the 35 year old Sturgeon Bay man on Harassment, Unlawful use of computerized communication system, and a Probation Hold.  The 35 year old Sturgeon Bay man is incarcerated at the Door County Jail.

Thoughts and Prayers For Wauwatosa PD Officer Killed In Line Of Duty


The men and women of the Sturgeon Bay Police Department would like to express our heart felt condolences to our brothers and sisters in blue at the Wauwatosa Police Department and their respective families.

Earlier this morning around 3 AM dispatchers attempted to contact Officer Jennifer Sebena for a call. They received no response and Officers attempted to locate her. Officers found her around 5 AM shot to death near the Wauwatosa Fire Departments parking lot.

Rest in peace, our sister in blue. We'll take it from here. And we shall never forget.

Archie Whalen Sentenced To 30 Years For Abducting Child



Felon From Maine Sentenced For Transporting Owensboro Girl Across State Lines With Intent To Engage In Sexual Activity


OWENSBORO, Ky. B Archie M. Whalen, from Hancock County, Maine was sentenced to 30 years in federal prison today, by Chief District Judge Joseph H. McKinley, Jr. for transporting a minor across state lines with the intent to engage in criminal sexual activity, announced David J. Hale, United States Attorney for the Western District of Kentucky.December 17, 2012

A federal jury in Owensboro, Kentucky deliberated approximately one hour, on July 26, 2012 before finding Whalen, age 46, guilty of all charges.

According to testimony presented during the three day trial, Whalen took a 13-year-old Owensboro girl from her home on September 26, 2009. A multi-state Amber Alert was issued and within 24 hours, the minor girl was found with Whalen in Sturgeon Bay, Wisconsin on September 27, 2009.

Whalen was arrested after a Sturgeon Bay police officer observed the Maine license plate on the vehicle Whalen was driving, and conducted a felony traffic stop. The Sturgeon Bay police acted after being notified by the FBI in Kentucky to be on the lookout for Whalens red Ford Explorer with a Maine license plate. According to the minor girls mother, a text message on their shared cell-phone helped police identify Whalen. The minor girl and her mother had met Whalen while they briefly lived in Maine earlier that month. After the Amber Alert was issued, employees at a McDonalds in Breckenridge County alerted their local Sheriff’s office that they believed Whalen and the victim had been in the restaurant around 5:30 a.m. Surveillance video obtained by the Breckenridge County Sheriffs Office and provided to Daviess County authorities was used to confirm Whalens identity, and that the missing minor was with him. When Whalens Maine plate was run by a police officer in Sheboygan, Wisconsin, although no traffic stop was done, law enforcement authorities in Kentucky were able to confirm that Whalen was in Wisconsin, and likely headed in the direction of Sturgeon Bay, where one of Whalens family members lived.

Whalen has a prior state felony conviction for second degree assault in New York, and a prior federal conviction for unlawful possession of a firearm in the U.S. District Court for the District of Maine.

This case was prosecuted by Assistant United States Attorney Marisa J. Ford, and it was investigated by the Daviess County Sheriffs Office and the Federal Bureau of Investigation, Owensboro Resident Agency, with invaluable assistance and cooperation from the Sturgeon Bay Police Department in Wisconsin; the Hancock County Sheriffs Department in Maine; the Evidence Response Team in the FBIs Milwaukee Division; and the Office of the Commonwealth Attorney in Daviess County, Kentucky.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.

Officers Investigating Burglary To West Side Business


On December 18, 2012 at 5:32 AM, Officers were dispatched to a Burglary to a west side business located on Duluth Avenue. Upon arrival Officers found that someone overnight had broken into the business and had stolen the cash register and an undisclosed amount of money. The cash register was later recovered nearby.

Investigators continue to conduct follow-up reference the Burglary and are asking the public for help. Reminder Winter Parking Enforced



This is just a reminder to all Sturgeon Bay residents there is no parking on city streets from the hours of 2 AM to 6 AM.

Officers Investigate Arson At TJ Walker Middle School


On December 18, 2012 at 4:00 PM, Officers were dispatched to assist Sturgeon Bay Fire Department with a fire at T.J. Walker Middle School on 14th Avenue. Upon arrival Officers found that in the upstairs boys bathroom a soap dispenser had been lighted on fire and had melted off of the wall. Due to the fire the bathroom wall where the soap dispenser was mounted sustained heavy smoke damage.  After a series of interviews and reviewing video footage from cameras inside the school, Officers determined a male juvenile was responsible for the arson. The juvenile was referred to the Door County District Attorneys Office on charges of Arson and Resisting and Obstructing Officers.

Florida Man Arrested After Fight Downtown


On December 15, 2012 at 1 AM, Officers were dispatched to the alleyway behind the Nautical  Bar for a man possibly carrying a gun.  Upon arrival Officers found that an assault had taken place and a Sturgeon Bay man had been punched in the face causing minor injury. After interviewing the individuals involved, Officers determined that the assault occurred after a bet between the two men had gone bad.  Officers arrested the 30 year old Florida man for Disorderly Conduct and Battery. Officers on scene found no weapons on the Florida man or in the immediate area. The Florida man was booked into the Door County Jail.

Sturgeon Bay Man Arrested For Assault


On December 14, 2012 at 8:30 AM, Officers were informed by a juvenile female that an assault had taken place the prior night. Officers interviewed multiple individuals who were present during the incident. Officers determined a 19 year old Sturgeon Bay man had assaulted a female at a residence on the east side of Sturgeon Bay. During the assault Officers found that the Sturgeon Bay man had strangled the female. Later in the day Officers arrested the 19 year old Sturgeon Bay man for Disorderly Conduct, Battery, and Felony Strangulation. The 19 year old is incarcerated at the Door County Jail.

Sturgeon Bay Man Arrested After Early Morning Disturbance


On Sunday, December 9, 2012 at 1:20 AM, Officers were dispatched to a Disorderly complaint at a residence in the 900 block of S. Elgin Avenue. Upon arrival Officers attempted to speak with the 23 year old male suspect, but he became uncooperative and refused to comply with Officers orders. Officers arrested the man for causing a disturbance at his ex girlfriends residence and charged the 23 year old Sturgeon Bay man with 2 counts of Disorderly Conduct and Resisting and Obstructing Officers. The 23 year old was incarcerated at the Door County Jail.

Officers Arrest Man For Bail Jumping After Making Threats


On December 7, 2012 at 10:25 PM, Officers were dispatched to the area of the Michigan Street Bridge for a man threatening to harm himself by jumping into the lake if Officers were summoned to his location.  Officers found the man near the Michigan Street Bridge yelling to an unknown person on his cell phone. Officers were able to make contact with the man without him knowing Officers were nearby. Officers were able to take the man into custody without injuring the man or Officers. Officers found that the 31 year old Sturgeon Bay man had bond conditions for absolute sobriety. Officers arrested the man for violating those bond conditions and incarcerated him at the Door County Jail.

Officers Investigate Burglary To Feed My People


On December 7, 2012 at 9:32 AM, Officers were dispatched to Feed My People on 14th Avenue for a Burglary. Upon arrival Officers found that an unknown person had entered the building overnight and had stolen a undisclosed amount of money. Officers canvassed the building and recovered evidence from the crime scene. Officers Caution Citizens About Internet Scam Via Facebook


On December 5, 2012 at 1:44 PM, Officers were dispatched to a residence on the east side of Sturgeon Bay for a possible Internet scam. Upon arrival Officers were informed by the complainant that $3000.00 had been sent via Western Union to a man in Ghana. The man had contacted the complainant via Facebook asking for help with obtaining money for him to pay off medical expenses and to get out of jail in Ghana. The man identified himself as Francis Benne from 7955 Elm Street Branch, Michigan. Officers determined that there wasn't a real Francis Benne and the address given to the complainant was fake as well.

The Sturgeon Bay Police Department would like to remind everyone to never send money to anyone without knowing the person who you are sending it to. Make sure to never give out sensitive information such as credit card numbers, social security numbers, or banking information over the phone unless you are positive you know who you are talking to is legitimate. Never hesitate to contact Police if you have questions or concerns over phone calls you are receiving.

Phone Scam Alert-Microsoft Employee To Fix Computer


Recently Officers have been dispatched to complaints reference phone scams where a male caller contacts the individual and states he is from Microsoft and needs to log into his or her computer to fix some unknown problems. This type of phone call is a scam and you will never get a call from a Microsoft employee to fix your computer. If you do have problems with your computer please seek help from one of the many local computer repair services in Sturgeon Bay.

Florida Man Cited For Being Disorderly Downtown


On December 2, 2012 at 6:52 PM, Officers who were leaving the Police Department to go back on patrol could clearly hear a disturbance in front of Cherry Lanes Bar. Officers could see and hear a man swearing at another man who was walking away from him. The man who was swearing causing the disturbance was yelling repeated profanities and attempting to start an altercation with the other man. Officers made contact with the Florida man in front of the bar about the disturbance. Upon interviewing the man, Officers found that he felt that the other man may attempt to harm him. Officers cited the 49 year old Florida man for Disorderly Conduct.

New York Man Cited For Fighting Downtown


On December 2, 2012 at 2:30 AM, Officers were dispatched to Vans Bar for a large fight occurring in the front of the building. Upon arrival Officers made contact with the group of individuals fighting and determined that a 29 year old New York man had assaulted a female.  The 29 year old New York man was cited for Disorderly Conduct and released.

Officers Locate Man Who Damaged Tree At City Hall


On December 1, 2012 at 930 PM, Officers on patrol noticed one of the trees knocked completely over near city hall. Officers recovered parts from the vehicle including the license plate bracket. Officers checked the area, but couldn't locate any vehicles with damage consistent with running over a tree. Investigators later reviewed surveillance footage from cameras at city hall and nearby businesses to determine the type of vehicle involved in the crash.

Officers on patrol on December 9, 2012 noticed a silver Ford Expedition SUV driving east on Oregon Street with no front license plate. Officers conducted a traffic stop on the vehicle and observed damage consistent with striking a tree.  The driver a man from Georgia later admitted to striking the tree. The man agreed to pay restitution for the damages to the city.
