Update: Andrea Esther, First Degree Reckless Homicide Arrest


On Thursday afternoon, January 26, 2012, the Sturgeon Bay Police Department arrested 28 year old Andrea Esther from Sturgeon Bay in connection with the death of 49 year old Demetrias Moya. Esther has been charged with First Degree Reckless Homicide after she told investigators that she gave Moya a controlled substance, OXYMORPHONE , that he ingested and later died as a result of that use. A toxicology report revealed that Moya had a high level of OXYMORPHONE in his system at time of death.

The three month long investigation began on October 15, 2011, when officers of the Sturgeon Bay Police Department were dispatched to Moya’s apartment for a welfare check after he failed to show up for work. Police officers entered Moya’s apartment and found Moya dead.

Andrea Esther Arrested For First Degree Reckless Homicide


On January 26, 2012 at 3 PM, Officers took into custody Andrea M Esther a 28 year old Sturgeon Bay women on a warrant for First Degree Reckless Homicide 940.02 (2)(a). Esther was transported to the Door County Jail where she was incarcerated. The First Degree Reckless Homicide charge stems from an incident that occurred on 10/15/11 where a local man named Demetrias Moya had died.

Local Cub Scouts Visit The Sturgeon Bay Police Department

 

On January 25, 2012, the local Cub Scouts visited the Sturgeon Bay Police Department. During the visitation they were given a tour of the facility, allowed to go through one of the departments squads, and allowed to put on various gear used by the departments Special Operations Team.  The Officers who participated in this event had a very good time and look forward to doing this again with the local Cub Scouts.

Officers Arrest Two After Probation Check



On January 26, 2012 at 4:40 PM, Officers were assisting Probation agents at a residence in the 400 block of 6th Avenue. Upon arrival Probation agents and Officers found Drug Paraphernalia and Drugs inside the residence.  Officers arrested a 20 year old male and a 18 year old female and transported them to the Door County Jail. 

The 20 year old Sturgeon Bay man was incarcerated at the Door County Jail on the following charges:

1) Felony Possession of THC
2) Drug Paraphernalia
3) Possession of Synthetic Marijuana
4) Operate Without Valid Drivers License 3rd Offense
5) Probation Hold.

The 18 year old female from Sturgeon Bay was booked into the Jail on a Probation Hold.

Andrea Feest has been found by Officers.  Officers would like to thank the public for their help in this matter. 

[Posted Earlier Today] Officers are looking for Andrea C. Feest (F/W, 43 Yrs Old 5'2, 150 Ibs). Yesterday afternoon Andrea sent email to friends that she didn't want to go on living due to some family problems. Officers have already checked her residence and other locations she is known to frequent without success. It is believed Andrea may be on foot or riding a bicycle. Officers Investigate Numerous Vandalism Complaints Involving BB Gun Rounds


On January 20, 2012, Officers took well over a dozen complaints of Vandalism.  All of the incidents involved BB gun rounds being shot at vehicles, sometimes numerous times. The incidents occurred during the times of midnight to early in the morning.

Officers Arrest Two After Striking Cherry Lanes Bar With Car


On January 19, 2012 at 11:30 PM, Officers on patrol downtown observed a male back into the Cherry Lanes Bar twice.  Officers made contact with the male who admitted to striking the building twice.  No damage was reported to the building, but the mans bumper was cracked as a result.  While talking with the 40 year old from Sturgeon Bay, Officers noticed he had been drinking and field sobriety tests were conducted, which the man refused to do. Officers arrested the 40 year old from Sturgeon Bay for Operating While Intoxicated 2nd Offense (OWI).   The passenger a 43 year old Sturgeon Bay man who had also been drinking was arrested on a Probation Hold. Both Sturgeon Bay men were incarcerated at the Door County Jail.

Sturgeon Bay Man Arrested After Threatening Girlfriend


On Tuesday, January 17, 2012 at 7:30 AM, Officers were met by a complainant at the Police Department reference a Domestic Abuse incident that had occurred earlier in the night. Officers determined after interviewing the complainant that her 37 year old boyfriend from Sturgeon Bay had threatened to kill her while he loaded one of his firearms in the residence. Due to the incident involving weapons and the threat of violence the Sturgeon Bay Police Department Special Operations Team was activated in order to take the male into custody.

Officers were able to make contact with the 37 year old and negotiated a peaceful resolution to the incident where the male left the residence without incident and was taken into custody. The 37 year old was booked into the Door County Jail on Domestic Related Disorderly Conduct and a Felony charge of Threats To Injure.

Water Main Break Causing Slippery Conditions


Drivers beware a water main break on the Highway at Neenah Avenue is causing roadways near the intersection to become iced over and extremely slippery. Officers are asking the public to slow down when going through the intersection.

22 Year Old Green Bay Man Arrested For OWI and Outstanding Warrant!


On Wednesday, January 18, 2012 at 6 AM, Officers were dispatched to the Door County Jail for a male who had come to pick up a friend who had just been arrested for OWI. It was found by dispatch that the male coming to pick his friend up had an active felony warrant out of Brown County. Officers made contact with the male in the parking lot of the Door County Justice Center and found that he had been driving and had been drinking alcohol. Officers conducted field sobriety tests on the driver, which the driver failed. The driver a 22 year old male from Green Bay was arrested for the active warrant and Operating While Intoxicated (OWI). The 22 year old was booked into the Door County Jail on the above charges.

Officers Investigate Stolen Vehicle & Arrest 24 Year Old Green Bay Man!


On Wednesday, January 18, 2012 at 1:10 AM, Officers were dispatched to the Corner Cafe for a Stolen Vehicle. Upon arrival Officers were given a statement from the complainant that he had driven his vehicle to the location and had parked it there unlocked with the keys in the ignition. About an hour later around 1 AM he returned to find his vehicle gone. The complainant never gave anyone permission to take or use his vehicle.

About an hour later, Door County Sheriffs Deputies located the vehicle unoccupied in a ditch north of the City of Sturgeon Bay. Sturgeon Bay Officers went to recover the vehicle and assisted Deputies in finding and arresting a 24 year old man from Green Bay who had stolen the vehicle. The 24 year old from Green Bay was booked into the Door County Jail on Operating A Motor Vehicle Without Owners Consent and Operating While Intoxicated (OWI). Officers remind citizens to never leave vehicles unlocked and to always remove keys and other valuables from their vehicles.

Officers Investigating Another Mailbox Damaged By Explosion


On January 15, 2012 at , Officers were dispatched to the 1400 block of 11th Place for a damaged mailbox. Upon arrival Officers observed a mailbox in pieces, which appeared to have been caused by a device that was placed inside the mailbox and exploded.  The remnants of the device used in the explosion were taken as evidence. Officers believe this incident is linked to the other incidents, which occurred in Door County and in the City of Algoma

42 Year Old Sturgeon Bay Man Arrested For OWI 3rd Offense


On Sunday, January 15, 2012 at 6:30 PM, Officers on patrol stopped a vehicle on Oregon Street at 1st Avenue after it failed to stop for a stop sign.  Officers interviewed the driver and found that the driver had been drinking. Officers conducted field sobriety tests on the driver, which the driver failed. The 42 year old Sturgeon Bay man was arrested for Operating While Intoxicated 3rd Offense and incarcerated at the Door County Jail.

Reminder Winter Parking Ban In Effect!


As the weather is steadily getting worse remember the cities Winter Parking Ban is in effect.  Some common questions that are asked each year are answered below:

Question: What are the hours for the winter parking ban? Answer: The hours for the winter parking ban are as follows from 2AM to 6AM during the months of December through April.

Question: How do I obtain a winter parking permit? Answer: You can obtain a winter parking permit by picking one up at the Police Departments lobby. The cost of the winter parking permit is as follows:

Special parking permits information and applications can be obtained from the City of Sturgeon Bay Municipal Services office at 835 N. 14th Avenue.  A seasonal pass costs $50, a monthly pass is $20.

Question: Where do I park my vehicle during the winter parking ban if I have already purchased a parking permit? Answer: Depending on the day whether its even or odd you park on that side of the street. Make sure to place your parking permit on your dash so it is visible.

Question: If I receive a parking ticket where can I pay it? Answer: You can pay your parking ticket by dropping it off in front of City Hall in the box marked for utilities or you can mail or drop it off at the Police Departments lobby

Phone Scam Alert-- "Accident Involving Relative"


On January 10, 2012 at 4 PM, Officers were dispatched to the Police Department to take a complaint from a Sturgeon Bay resident who had received a telephone call from 1-407-956-4271 stating his nephew had been involved in an accident and needed money sent as soon as possible. The unknown male on the phone didn't know the nephews name so the complainant didn't send any money. The complainant also contacted the nephew and verified he was ok. Officers found that the phone number used had been disconnected. Scams like this prey on the hearts of loved ones and the normal reactions that humans have when a relative is in need of help.  Officers would like to remind citizens to never ever give out sensitive information over the phone or send money to anyone you don't know.

Officers Investigating Vandalism To Car


On January 10, 2012 at 9 AM, Officers were dispatched to a residence in the 400 block of 6th Avenue for a Vandalism complaint. Upon arrival Officers observed extensive exterior damage to a vehicle parked in front of the complainants residence. The complainant is unsure as to how much damage was done.

Burglary To First Baptist Church


On January 9, 2012 at 12 PM, Officers were dispatched to the First Baptist Church on Georgia Street for a Burglary.  Upon arrival Officers met with the complainant who showed Officers a broken entry door.  An unspecified amount of money was taken from the church. Officers spent over an hour at the church recovering evidence.

39 Year Old Sturgeon Bay Man Arrested For OWI 3rd Offense


On January 8, 2012 at 9:20 PM, Officers observed a vehicle make a traffic violation on Egg Harbor Road.  The Officer conducted a traffic stop on the vehicle and found the driver to have bloodshot eyes and slurred speech. The Officer on scene conducted Field Sobriety Tests, which the 39 year old Sturgeon Bay man failed. Officers placed the man under arrest for Operating While Intoxicated (OWI) 3rd Offense. The Sturgeon Bay man was transported to the Door County Jail where he was incarcerated on the OWI 3rd Offense and two misdemeanor violations (Possession of Drug Paraphernalia & Possession of Prescription Medication With Out Prescription).

2 Cited For D/C After Disturbance


On January 8, 2012 at 10:00 PM, Officers were dispatched to an altercation at an apartment in the 700 block of 7th Avenue. Upon arrival Officers separated both individuals (A 30 year old Sturgeon Bay female and a 18 year old Sturgeon Bay female) and obtained statements from both.  While obtaining information from the individuals involved in the fight it was determined that both had created a disturbance while fighting one another so both were issued citations for Disorderly Conduct. Both females received minor injuries as a result of the fight.

School Bus Violations On The Rise!


Within the past few weeks Officers have been dispatched to in an increase in school bus violations.  This is a reminder to everyone when you see the stop sign come out and the lights activated on a school bus you are required by state law to stop at least 20 feet from the bus in all directions unless on a highway that is divided.  You are not to proceed until the bus resumes motion and has turned off its red warning lights. 
 
A vehicle owner and or driver can be cited failing to stop for a school bus ($326.50 with four demerit points) when the driver of a car passes a school bus illegally.  A law enforcement officer need not witness this violation if the school bus driver reports it to the law enforcement agency within 24 hours. Law Enforcement understands fines can be quite high for illegally passing a school bus, but the risk of hitting a child is even higher.

Fraudulent Check Scam Alert!



On January 3, 2012 at 10 AM, Officers were dispatched to 400 block of 18th Avenue for a Fraud complaint. Upon arrival the complainant stated she had received a check (Example Shown Above) via the USPS for $2150.00.  The check was enclosed in a large envelope addressed to the complainant, but only made out to the complainants last name. The return address and the issuer were from another state and someone the complainant didn't know. Luckily in this case the complainant contacted Police before cashing the check. Officers Investigate Explosive Device Thrown Into Mailbox

On January 2, 2012 at 10 AM, Officers were dispatched to the 1000 block of 18th Place for a Vandalism Complaint. Overnight an unknown person damaged the complainants mailbox after an explosive device was thrown into the mailbox causing it to explode. Officers recovered the device (An Example Shown Above) and other related evidence left at the scene. Officers checked the area for any other damaged mailboxes, but found none.

3 Arrested After New Years Day Assault


On January 1, 2012 around 4 AM, Officers were dispatched to a residence on the east side of Sturgeon Bay for an Assault.  The assault occurred during a New Years Eve party.  Officers interviewed the victim and obtained a search warrant for the residence where the party occurred at. Officers executed a search warrant on the residence and took three males into custody. One of the males was arrested after fighting with Officers and had to be tased due to refusing to comply with Officers commands. All three individuals were incarcerated at the Door County Jail.

Officers Respond To Suspicious Male Looking In Windows


On Friday December 30, 2011 at 8:15 PM, Officers were dispatched to residence in the 900 block of North 6th Place for a suspicious male who had been seen hiding in nearby bushes outside of a residence. The complainant stated to Officers that the male appeared to be looking through nearby windows. The complainant states the male was described as a white male, bald, wearing a black shirt and black pants.  Once the male was observed by the complainant he fled the area. Officers checked the area and weren't able to find the unknown male.
