Sturgeon Bay Man Arrested For OWI and Heroin Possession After Accidents

Spencer Graf, 22 years old.

On June 14, 2013 at 6 PM, Officers were dispatched to two accidents with possible injuries on Maple Street.  Upon arrival Officers observed the first accident scene, which occurred on Madison Avenue at Maple Street and it involved a car versus a motorcycle. The second accident scene occurred as the striking vehicle in the first accident had fled the accident scene and struck another vehicle on Lansing Avenue.

Upon investigating the accident scenes Officers determined both accidents were caused by the same driver identified as a 22 year old Sturgeon Bay man named Spencer Graf. Both accidents were caused by Graf failing to yield the right away. Both vehicles in the second accident were moderately damaged and had to be towed away from the scene. The motorcyclists who were struck in the first accident weren't injured, but their motorcycle did sustain some damage to the side of it due to the collision.

A canine handler from the Wisconsin State Patrol who was working in the area for Click It Or Ticket assisted Officers by running his canine around the vehicles involved in the accident. The canine alerted to Grafs vehicle. A search of Grafs vehicle by Officers found a small amount of illicit drugs. Officers who were working the accident noticed Graf was acting strange. Based on statements from the other driver involved in the accident. Officers determined Graf had hidden something in the nearby bushes. A search of the bushes by Officers revealed a small green bag. Inside the green bag Officers found syringes and Heroin.

Officers administered Field Sobriety Tests (FSTS) to Graf, which indicated Graf was impaired by drugs. Officers arrested Graf for Operating While Intoxicated (OWI) and transported him to the Door County Jail. Graf was booked into the Door County Jail on Operating While Intoxicated (OWI), Hit and Run, Possession of Heroin, and Possession of Drug Paraphernalia. Graf was cited with numerous citations including Failure to yield right away and Operating While Suspended.
