Two Individuals Charged in Federal Court With Distribution and Receipt of Child Pornography

United States Attorney James L. Santelle announced today that federal criminal complaints were issued charging Steven P. Link (47) with one count of receipt of child pornography and three counts of distribution of child pornography and Kory C. Murphy (36) with three counts of receipt of child pornography, all in violation of Title 18, United State Code, Section 2252A(a).

According to the complaint, Sturgeon Bay Police Department officers executed a search warrant at a bookstore named “Untitled and Rare Used Books” that is owned and operated by Mr. Link, as well as an apartment, occupied by Mr. Murphy, located above the bookstore. Law enforcement officers seized numerous computers and media storage devices, searched them, and identified image and movie files containing child pornography.

Both of the defendants appeared in federal court this afternoon before the Honorable James R. Sickel. They were ordered detained in federal U.S. Marshal custody until their detention hearings currently scheduled before Magistrate Judge Sickel on November 3, 2014.  The case is being investigated by the Sturgeon Bay Police Department and is being prosecuted by Assistant U.S. Attorney William Roach.

The public is cautioned that a criminal complaint is merely a formal method of charging an individual and does not constitute an inference of guilt. An individual is presumed innocent until such time, if ever, that the government establishes his guilt beyond a reasonable doubt

School Zone Pole Mounted Radar Speed Display

The City of Sturgeon Bay recently installed and put into operation two pole mounted radar speed boards.  The speed boards were purchased through the Safe Routes to School Grant to be placed in school zone areas to alert motorists to pedestrian and bicycle traffic.

The first speed board is located in the 1500 block of Michigan Street for westbound traffic that approaches the intersection of Michigan St @ S 15th Ave.  This intersection is heavily used by students walking to and from Sunrise Elementary School and T.J. Walker Middle School and is the only location where the city has a school crossing guard stationed.

The second speed board is located at the intersection of Maple St @ N Geneva Ave for westbound traffic.  This area of Maple St is used by students walking and riding bicycles to and from St. John Bosco School.

Each speed board has an amber flashing light and a school zone sign stating the “SPEED LIMIT 15 WHEN FLASHING.”   The 15 mph speed limit is only applicable when the amber light is flashing.  A timer system will be utilized to program the light to flash approximately one hour during the time school begins and another hour when school is dismissing.

Other features the system provides includes:
-       If a vehicle is traveling too fast, the word “slow” will display in red letters.
-       To prevent drivers from seeing how fast they can go, the system is programmed to not provide any speed reading once a designated speed limit is reached.
-       The radar in use is a single-directional radar gun that will only pick up vehicles moving towards the radar gun and not traffic moving away.
-       LED technology is used for the speed display board and the amber flashing light.

A secondary benefit of the radar speed displays is that they will be operational 24/7 and will help slow down speeding vehicles during non-school hours.  Michigan St and Maple St are used extensively by local and tourist traffic and the radar speed displays is another valuable tool that can help us keep our streets safe.

The pole mounted radar speed displays were purchased through TAPCO of Brown Deer, WI, and utilizes the radar display and software of RU2-Systems.  This is the same system the police department utilizes in their portable radar speed display trailer.

The Sturgeon Bay Police Department would like to acknowledge and thank the Sturgeon Bay Street Department for installing the speed boards, and Sturgeon Bay Utilities and Gordon Electric for handling the wiring and electrical set up of the speed boards.

National Police Week 2014: May 11 to May 17

This week from May 11th through May 17th is National Police week. National Police week was started in 1962 by President John F. Kennedy, which designated this week in May as Peace Officers Memorial Day.

During this week tens of thousands of Law Enforcement Officers from across the nation will converge on Washington DC for remembrance and honor of their fallen comrades that have paid the ultimate sacrifice. This year there will be 286 fallen officers added to the nearly 20,000 other names permanently etched into the memorial’s walls.

So if you get a chance this week or in the future please go ahead and Thank an Officer for the job that he or she is doing…it just could make that Officers day or even his or her week!

Many of the incidents where we received tips have resulted in arrests that without the tips from the community it would have made the investigations much more difficult and could have led to criminals going unpunished.

We would like to remind residents to continue using the "Give A Tip" web tip form, which is available on the Sturgeon Bay Police Departments Facebook Page as well as on our website located at https://mypolicedepartment.org/sturgeon-bay-police-department/tipform/
